ARC was founded by mothers, educators, and clinicians who understand how overwhelming it can be to navigate neurodivergence without clear guidance. Seeing gaps in support across clinical, educational, and service systems, we created The Autism Resource Center to offer families thoughtful evaluation, collaboration, and practical support—so they can move forward with confidence and clarity.

Cyndi O'Toole,
Ph.D., BCBA-D, LBA, Ed. Diag.

Cyndi O’Toole, PhD, BCBA-D, LBA, is a special educator and Board Certified Behavior Analyst-Doctoral with over 20 years of experience across public education, adult education, and private clinical practice.

Cyndi specializes in comprehensive diagnostic evaluation, parent and caregiver collaboration, and supporting individuals with autism and other neurodevelopmental differences. Her work is informed by a deep understanding of educational systems, evidence-based practices, and the practical challenges families face when navigating clinical, school, and community services.

As the owner, Cyndi is committed to ethical practice, thoughtful assessment, and collaborative care that helps families and professionals move forward with clarity and confidence.

Outside of her professional work, Cyndi values time with her husband and two sons and enjoys hiking, reading, and being outdoors.

Candace Wiley
Ed.S., BCBA, LBA, LSSP

Candace Wiley, Ed.S, BCBA, LBA, is a School Psychologist and Board Certified Behavior Analyst with over 17 years of experience in public education and private practice.

Candace specializes in psychoeducational and developmental evaluation, parent collaboration and support, and helping families understand and navigate the special education process. Her work focuses on supporting children and young adults with neurodivergence through thoughtful assessment, clear communication, and practical guidance.

Candace is deeply committed to helping families feel informed and supported, and she is equally passionate about mentoring and supporting professionals who are developing their skills in the field of neurodevelopmental and behavioral services.

Outside of her professional work, Candace enjoys reading, practicing yoga and meditation, and cooking for family and friends. She values time with her husband and two children and prioritizes balance and well-being both personally and professionally.
